Between our four companies, Pathways of Pennsylvania has been serving communities in Pennsylvania since 1981. Pathways of Pennsylvania is proud to be part of Pathways Health and Community Support, LLC., one of the largest national providers of accessible, outcome-based behavioral and mental health services.


Pathways of Pennsylvania has a long-standing reputation for quality. Our company culture has been and will continue to be client centered. Our Risk Management and Compliance Department works closely with our national quality assurance partners and regulatory authorities to ensure that we are compliant with state, federal, and regulatory requirements by continuously monitoring and evaluating our service provision.

Our Team

George V. Kelly, BS

George V. Kelly is the Chief Operating Officer for Children’s Behavioral Health, Inc. and Pathways Community Services, LLC. In this position, George is responsible for all children and adolescent service lines within these two companies. He is responsible for implementing and monitoring the budgets, quality of care, and ensuring maximum consumer and employee satisfaction. George has more than twenty years of executive leadership experience in home and school based children’s services.


George holds a Bachelor’s degree in Psychology from Frostburg State University.

Tim Sohosky

Tim Sohosky is the Chief Operating Officer for The ReDCo Group, Inc. and Raystown Developmental Services, Inc. In this position, Tim is responsible for administrative oversight and support for all adult service lines. He is responsible for implementing and monitoring the budgets, quality of care, and ensuring maximum consumer and employee satisfaction. Tim has over fifteen years of experience in the human service field.


Tim holds a Bachelor’s degree in Sociology and a Bachelor’s degree in Criminal Justice from Penn State University.

Melissa Woznicki-Marshall, MA, BCBA, LBS

Melissa Woznicki-Marshall is the Pennsylvania State Clinical Director. In this capacity, Melissa is responsible for leadership development, business growth, clinical outcomes, expansion efforts, policy development, and collaboration with our many business partners. Melissa has been with the company for more than seventeen years. She has led new home and community based program initiatives and provided clinical oversight for operations. She created a specialty education track for employees specific to Applied Behavior Analysis certification, headed employee engagement efforts, and established measurable clinical outcomes.


Melissa holds a Bachelor’s degree in Psychology and a Master’s degree in Applied Behavior Analysis from Penn State University. She is a Board Certified Behavior Analyst and Licensed Behavior Specialist.

William F. Dukmen

William Dukmen is the Vice President for Risk Management, Privacy, and Compliance. In this role, William is responsible for quality oversight and compliance monitoring for services related to all federal, state, and managed care payer regulations. William has more than forty years of risk management and compliance experience, leading initiatives related to safety in the workplace, quality assurance, and program integrity.


William holds a Bachelor’s degree in Sociology from Franklin and Marshall College. He is a Certified HIPAA Professional.

Leonard Bolinsky

Leonard Bolinsky is the Pennsylvania State Director. As such, he is responsible for the oversight of all of Pathways of Pennsylvania operations.  Leonard has over twenty three years of experience in the healthcare field, including acute care settings and community based mental and behavioral health programs.


Leonard holds a Bachelor’s of Science degree in Accounting from Lebanon Valley College.
